Europe Launches Investigation of Fastener Dumping by China

The European Commission announced today that it will investigate the alleged dumping of carbon steel fasteners from China.
The EU investigation is the result of a complaint lodged in September by the European Industrial Fastener Institute on behalf of manufacturers in 20 European states.
Fasteners in ten CN tariff codes will be investigated, including woodscrews, self-tapping screw, hexagon and socket head bolts, other cold formed threaded fasteners, and washers.
“The most significant issue looks to be the choice of comparison country for establishing a normal value for the fasteners in question,” Fastener & Fixing Europe editor Phil Matten reported. The EU does not recognize China as a market economy so instead of the normal comparison with domestic prices in the country of origin the Commission is proposing to compare with prices in the Indian market.
Distributor associations and other interested parties have 10 days under EC rules to comment. Matten termed 10 days as “a very short time limit for a decision that is likely to be pivotal in establishing the level of tariffs ultimately applied.”
Under EU rules preliminary tariffs could be applied after 60 days. Historically, this tends to happen towards the end of the nine-month window, although with only a single country involved in the investigation an earlier preliminary decision could take place. �2007 FastenerNews.com and Fastener & Fixing Europe
